Reports and Briefs

The following reports and briefs were prepared by the MFL or by the Canadian Labour Congress. Brief summaries of each are provided on this page.

  • In a brief presented to the provincial government, the MFL stated its support for Bill 30, which will give the government more options when working under The Balanced Budget, Fiscal Management and Taxpayer Accountability Act.
  • Concern that the labour mobility provisions of the Agreement on Internal Trade will undermine standards that have been in effect since 1958 was expressed in a brief presented to the Manitoba government on June 2, 2009.
  • The MFL presented its annual brief to the Manitoba cabinet on December 3. Not surprisingly in view of the world economic situation, many of the comments and recommendations related to economic challenges in Manitoba.
  • An MFL submission to the inquest into the Flin Flon smelter explosion that killed one worker and seriously injured 13 others urged changes in the Workplace Safety and Health Act.
  • The MFL's Brief on Bill 38, which amends existing legislation dealing with the need for government to maintain balanced budgets, supports the proposed changes.
  • The MFL presented a brief concerning Bill 21 which is intended to "facilitate and encourage the cooperative participation of employers, employees and labour organizations in the development of government policies and strategies for developing Manitoba's workforce
  • The MFL's brief concerning Bill 37, which makes changes to the way in which political parties are financed, advertising for political parties, and registration requirements for lobbyists, suggests some fine tuning is required.
  • A MFL Brief urged the provincial government to expand Workers Compensation coverage to include more working people in Manitoba
  • A brief presented by the MFL to the provincial government in March 2008 recommends a number of ways in which temporary foreign workers and children recruited by talent, acting and modeling agencies should be better protected.
  • A MFL brief submitted to the Minister's Advisory Council for the Workplace Safety and Health Act on the fifth anniversary of extensive changes to the regulations said many of the changes were positive - but suggests further changes to the regulations.
  • On December 3, 2007, the Manitoba Federation of Labour presented its Annual Brief to the Cabinet of the Manitoba Government. As is usually the case, this year's Brief was far ranging covering many topics of interest to the MFL.
  • In a brief to the Apprenticeship Futures Commission, the MFL identified key problems that have held back apprenticeship training - and suggests steps to strengthen apprenticeship training in the future.
  • The MFL presented a brief to the Commissioner for the Legislative Assembly dealing with wages, allowances and benefits provided to members of the provincial legislature (October 11, 2007).
  • A consultation meeting concerning return to work following an injury or illness included representatives of the WCB and representatives of all union affiliates of the MFL - and was followed up by a Federation brief outlining its position on the issue. (May 29, 2006)
  • The MFL's compensation committee prepared a comprehensive background paper on all the issues that workers face when trying to return to work following an injury (April 18, 2006).
  • The CLC prepared an information paper outlining what a modernized Unemployment/Employment Insurance program which suits the needs of workers in today's job market would be like. (April 16, 2006)
  • The major part of the MFL's Annual Brief to Cabinet dealt with two issues now under active review by the government - the Employment Standards Code and the expansion of Workers Compensation coverage. (December 9, 2005)
  • The MFL presented a brief at a government hearing to outline changes needed to Workers Compensation. (December 8, 2005)
  • The MFL brief outlining desirable changes in provincial labour standards prepared in response to the provincial governments release of an Employment Standards Code Review discussion paper. (November 25, 2005)
  • The Federal Liberal Government issued an Economic and Fiscal Update that was essentially a mini-budget in preparation for the anticipated election. This CLC report comments on it. (November 15, 2005)
  • A report on Solidarity WORKS, a three-week youth internship program designed to develop social justice activism skills. Held for the first time in Manitoba in 2005, it was MFL sponsored, CLC funded. (November 10, 2005)
  • A CLC Statement on International Temporary Workers. There are almost 100,000 workers on temporary permits in Canada. Many are workers of colour who are employed in low wage jobs and are highly vulnerable to abuse and exploitation. (November 10, 2005)
